The State-investments nominations puzzle is coming to end. The Five Stars conquer the leadership of Monte Paschi di Siena, Terna and Enav while the major public groups - from Enel to Eni and from Poste to Leonardo - renew almost all the Chairmans, confirming the CEOs appointed by the Renzi and Gentiloni governments. Francesco Starace has been confirmed as CEO of Enel, Claudio Descalzi at Eni, Matteo Del Fante at Poste and Alessandro Profumo at Leonardo. Instead, the CEOs of Monte dei Paschi, Terna and Enav has been picked up by the Five Stars and therefore Guido Bastianini, former CEO of Banca Carige, will become the new CEO of Monte dei Paschi in place of the outgoing Marco Morelli, while Stefano Donnarumma, current CEO of Acea, will be the CEO of Terna replacing Luigi Ferraris and Paolo Simioni, now CEO of Atac in Rome, will lead the ENAV in place of Roberta Neri. The most relevant changes regards the presidencies of the major public companies. Michele Crisostomo becomes president of Enel in place of Patrizia Grieco who is promoted to the presidency of Monte dei Paschi, Lucia Calvosa will be the new president of Eni, Valentina Bosetti of Terna, Francesca Isgrò of Enav and Luciano Carta, current director of the External Secret Services, should become president of Leonardo while the jurist Giusella Finocchiaro will take the place of Maria Bianca Farina in the presidency of the Poste. Summing up, the Five Stars conquer for the first time the head of three major public companies such as Mps, Terna and Enav but they miss the big blow by failing to replace Descalzi as Ceo of ENI . The Five Stars have presented several parliamentary questions over Descalzi, questioning Descalzi’s moral aptitude in retaking again the helms of the oil company ENI. On the other hand, the main public groups remain for the next three years in the hands of tested top managers nominated by previous governments, who will be joined by new Presidents. Meanwhile, at 8 pm the Control Room between Prime Minister Giuseppe Conte and the representatives of the Regions and local authorities has begun. For the Regions there are Fontana, Bonaccini and Musumeci, for the Municipalities Decaro, Raggi and Pella. Ministers Francesco Boccia and Roberto Speranza and Undersecretary Riccardo Fraccaro took part too. On the table, the hot topic on the re-opening procedures and on the implementation of phase 2, which could be by areas, within national guidelines. According to first insights, starting from April 27 a reopening would regard construction sites and productive activities more exposed to international competition. As per insights, the Report of the Government to Parliament to demand a new Budget variance, with the authorization to cover the April decree’s measures could be postponed. The document is on the agenda of the Council of Ministers on Monday but, according to Government sources, due to technical reasons it will be delayed. The request for the budget variance could be approved together with the Economic and Financial Planning Document, which will design the new macroeconomic framework, taking into account the effects of the crisis by pandemic, to be approved with a unique parliamentary vote. However, as per insights, the Government is continuing to work on measures to insert in April Decree : the increase up to 800 euros for self-employed workers support, an extension of the layoff period and the postponement of local taxes, with an ongoing discussion on the emergency income and the vacation-bonus, which require further details on financial allocation as well as on beneficiaries criteria.
